Setting clear objectives is a crucial prerequisite to implementing an effective strategy for climate action. The Fit for 55 package is supposed to focus on achieving GHG emission reduction, as climate neutrality is considered the ultimate goal of the EU’s energy and climate policy.
The Commission however keeps prioritising the “Energy Efficiency First” principle as the key element of the package. This principle was introduced by the Commission a few years ago, in order to emphasize the idea that Europe’s greatest energy resource was energy efficiency. Although energy efficiency should undoubtedly be among the priorities of the EU’s climate policy, emission reduction should prevail and the EU should base its strategy around the “Emission reduction first principle”.
